The Board has scheduled two town halls to discuss new requirements that California barbering and cosmetology establishment licensees be aware of their workers’ rights under the law and post a notice in their shop.

The requirements are the result of two bills, SB 1125 and AB 2437, which the Legislature passed during the 2015-16 session and which were signed into law by Gov. Jerry Brown.

Under SB1125, establishment owners must formally acknowledge on their initial license or renewal application that they are aware of basic labor laws, such as rules concerning wages and hours, anti-discrimination laws, and the rights, benefits, and obligations of employees and independent contractors.

AB 2437 requires that barbering and cosmetology establishments post a labor rights notice developed by the California Department of Industrial Relations (DIR) in a “conspicuous location in clear view of employees and where similar notices are customarily posted.” The notice must be posted in English, Spanish, Vietnamese, and Korean.

The purpose of the town halls, which will be held both in Northern and Southern California, will be to discuss these new requirements and introduce the Board’s Know Your Workers’ Rights publication. The DIR’s workplace notice will also be unveiled. Each town hall will include presentations by the Board, the Employment Development Department (EDD), DIR and DIR’s Division of Occupational Safety and Health, better known as Cal-OSHA.

Those unable to attend the town halls in person will be able to watch at least one of them online. The Board expects to film and post at least one of the town halls to the Board’s CASafeSalon - Workers’ Rights section on the Board’s Web site at
